I think it's great that you asked. When I first started I asked the same thing. Yes, training with chains and doing rack lockouts are good for a raw bencher. There are some guys who post their training logs that bench raw and they use these techniques along with boards, bands, floor presses, etc. Basically it's all good. The chains will help you build speed and boards will help you on your sticking points. I bench raw and don't get stuck on the chest.

Benching with chains teaches you to explode from your chest because, if you don't, you will not be able to complete the lift. Limit training with chains to no more than 3 weeks at a time. They are an excellent exercise but they are very hard on your body and your cns.
Rack lockouts are a tricep exercise. If you are weak at your lockout, they will help you. The key to getting stronger is to find your weak spot and improve it. You will then find another weak spot and the cycle repeats itself. This is where specialized work like chains, boards, and rack lockouts come into play.
There are no stupid questions here. There are a lot of well informed lifters here who are happy to answer any questions you might have.
Hope this helps.
