Even after reading the rules it's a bit unclear where the finish position is.
It says something to the effect of " close to throat or chin"
I noticed today when doing strict curls if I don't move my elbows forward the top position is in front of the chest with forearms just above parrallel to the floor, If I kick my forearms forward the bar is higher but the arms are no more flexed. It does seem more difficult to rotate the elbows forward.
Does this make sense?

You can (and should) move your upper arms forward as you do the curl. Essentially your forearms need to be perpendicular to the ground when you are finished with the curl, or in a position you could hold for a long time. Most people end with their upper arms about 45 degrees forward and forearms perpendicular to the ground. I could be wrong but I think if you go through some pics on this site you will see some people curling.
